The RBP groups are defined by active employees only and the permissioning evaluates inactive employees based on their last position when active.

Therefore, table reports will pull the inactive users according to the RBP groups that they were part of when active in the system. In case you need to report on all inactive users of the system, you can set the target population to All Employees.

To know which group an inactive user belonged, you can create an User Users Group report in Advanced Reporting with an admin user.

Note: It is not possible to add inactive users to RBP groups. If you need to do that, it is necessary to activate the user again.
