2654767 - EP Destination Fields Still Editable via UI for EC Users

Some EP destination fields are editable via the UI but the user is an EC user. Other destination fields are correctly not editable.

Employee Central - HRIS Sync

1. Navigate to Profile of an EC User
2. Edit Employee Profile
3. Find some destination fields are correctly not editable (greyed out) but some other destination fields are still editable

There was an inconsistency in the UI behaviour of the EP destination fields defined in custom AND hard-coded HRIS sync-mappings where the destination fields in EP are either editable or not editable.

Previous Behaviour (before enhancement):

The UI will make certain EP fields read-only - but this is inconsistent and there is no available documentation that explains which fields will become read-only in the UI.

This enhancement was rolled out in a previous release (b1905)

Current Behaviour since enhancement:

1. Both standard elements and userinfo elements should behave the same: if the field is configured in hris sync mapping, then it's read-only on EP userinfo block.
2. Distinguish for EC user and Non-user:
   1. If the user is an EC user, the destination fields in EP should be Read-Only in the UI
   2. If the user is not an EC user, the destination fields should remain editable in the UI
