2654859 - Specific IFS authorities for system <SID>

While running SUM to prepare the upgrade of the target system, SUM halts in begining of the upgrade in the PREREQUISITES phase.  The excerpt from the log file shows:

Running the report 2609561 RSBTCDEL2 (enhancement 2 of report RSBTCDEL) to clean-up old data as documented in Knowledge Base Article 2609561 has not resolved the problem.
