2655488 - Report Cockpit does not work if IE browser's Zoom is set to more than 100%

Symptom

When you create a report in the report cockpit via IE, either using a new file or an existing file, once the initial report widget loads on your dashboard, you are not able to work with the widget or any of the buttons (you are unable to click the PDF icon to export, the Excel icon to export, the refresh icon,the pencil icon to edit,the trashcan icon to delete the widget) on it if the Zoom set is more then 100%.

At times, it displays an alert message:  Input String = -123456789
