2657305 - NO_BATCH_SERVICE error in Phase MAIN_NEWBAS/JOB_RSWBOUP1

Symptom

During an upgrade using SUM tool, you face the following error during the phase MAIN_NEWBAS/JOB_RSWBOUP1 :

1EETQ399 Last error code set is: RFC system <SID> nr XX function 'SUBST_START_BATCHJOB'
1EETQ399 RFC failed with code 5
1EETQ399Xkey NO_BATCH_SERVICE:
1EETQ399XID:PO Type:E Number:238
1EETQ203 Upgrade phase "JOB_RSWBOUP1" aborted with errors ("<TIMESTAMP>")

A similar error can also be found in PREP_SETUP/JOB_RDDPURI2 phase
