Symptom

Startup oracle database fails:

SQL> startup
ORA-49601: syntax error: found "%s": expecting one of: "%s" etc..

Or

SQL> startup;
ORA-32004: obsolete or deprecated parameter(s) specified for RDBMS instance
ORA-49100: Failed to process event statement [7168184:OFF] 
ORA-49601: syntax error: found "OFF": expecting one of: "<string>,<number>" etc..
