2657772 - Creating a table in tempdb causing 1538 and 2761 messages - SAP ASE

Symptom

Error 1538 outputs wrong value (typically an hugely excessively large value) for needed "max utility parallel degree".

Example:
Msg 1538, Level 17, State 1:
Server 'ASE', Line 2:
max utility parallel degree 1 is less than the required 'max utility parallel'
degree' 4294967307 to create clustered index on partition table. Change the
parallel degree to required parallel degree and retry.

Msg 2761, Level 16, State 4:
Server 'ASE', Line 2:
Failed to create declarative constraints on table 't1' in database 'tempdb'.
