Symptom

Adaptive Processing Server (APS), is running with errors.
Web application container Server (WACS), is running with errors.
High Level traces from startup reveals the following errors for each failed service:

2022 08 03 15:44:44.044|Bundle C:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\java\pjs\container\work\DC02CRSP001.AdaptiveProcessingServer\modules\publishing_oca2service.jar cannot be started.
org.osgi.framework.BundleException: The bundle "publishing_oca2service_0.0.0 [136]" could not be resolved. Reason: Missing Constraint: Require-Bundle: com.businessobjects.plugins.CrystalReports; bundle-version="0.0.0"
at org.eclipse.osgi.framework.internal.core.AbstractBundle.getResolverError(AbstractBundle.java:1327)
