2658885 - OSCI (external service) results in error message "Error while fetching the source metadata" (/IWFND/OCI_MSG018)

Symptom

When trying to generate an OData service in transaction SEGW or /n/IWBEP/OCI_SRV_GEN it results in an error message:
Error while fetching the source metadata (/IWFND/OCI_MSG018).

This means that the $metadata document of the service cannot be fetched.
