How to find out who deleted a candidate and when ?

and How to recover or Restore the candidate again

Login to Onboarding and navigate to Audit Trail
ensure , Type is empty and Event code as : NEWHIRE_DEL and select from and to date and click apply filter.
Response will be shown as below :

Source is the user who deleted the record and Description shows candidate name who got deleted.

To Restore the deleted candidate , Raise an case with Customer and provide below details :
