2659497 - Dynamic parameter change is not changed immediately

You have made a change to a dynamic parameter, but the change is listed as deferred afterwards

The db2diag.log shows the following message just prior to the update cfg message:

SQL1363W One or more of the parameters submitted for immediate
modification were not changed dynamically. For these configuration
parameters, the database must be shutdown and reactivated before the
configuration parameter changes become effective.
