Symptom
You are trying to retrieve the Employee Responsible information for each Sales Order Item, but the report returns the Employee Responsible column as Not Assigned for some Items.
Environment

Reproducing the Issue

Go to the Sales Orders work center.

Select the Report view.

Open the Sales Order Volume report.

Enter the Employee Responsible as Rows and other relevants Columns and Rows.

Execute the report.
On the Rows to Employee Responsible the data for some Items is diplayed as Not Assigned.
Cause
Reporting uses the Employee Responsible on Item Level as the Data Source since the Employee Responsible could differ on Header and on Item level. Nevertheless, there are some items which are not assigned to an Employee Responsible at all because these are Expense Items which are not counted as volume for an Employee. Therefore, there is no technical issue. It works as designed as Expense Items are explicitly maintained as items without an Employee Responsible.
The Employee Responsible is displayed as Not Assigned for Expense Items since for Expense Items, an Employee Responsible is determined from the actual Expenses that is recorded and invoiced to the customer.
Resolution
This is the correct system behavior.
