2661518 - The permissions which configured in Goal template don't work in PM form's goal section

The permissions configured in Goal template don't work in Perfomance form's goal section.

For example:

In GM template settings:
EM cannot read "Self Comment"
E cannot read "Manager Comment"

But in PM form:
EM can read "Self Comment"
E can read "Manager Comment"
