Symptom

Users are experiencing HTTP request failed 400 error message when activating unplanned substitution.
The ERROR_LOG contains the following error messages:

  • /IWFND/CM_MGW050 - Operation not allowed for substitution rule from SubstitutesRuleCollection.
  • Changeset processing failed.
