2662970 - Activate BW Content for Usage Logging fails with "ERROR: InfoCube 0SM_UPL_* is not flat, but only has an F-fact table"

In CCM, when running Activate BW Content for Usage logging, it fails with the below errors.

ERROR:  errors while content activation occured
ERROR: InfoCube 0SM_UPL_M is not flat, but only has an F-fact table
ERROR: Inconsistencies found while checking InfoProvider 0SM_UPL_M
ERROR: InfoCube 0SM_UPL_W is not flat, but only has an F-fact table
ERROR: Inconsistencies found while checking InfoProvider 0SM_UPL_W
ERROR: InfoCube 0SM_UPL_Y is not flat, but only has an F-fact table
ERROR: Inconsistencies found while checking InfoProvider 0SM_UPL_Y

Error also occurs for "ERROR: InfoCube 0SM_CCITY_* is not flat, but only has an F-fact table"
