2663017 - Recipe classification cannot be changed when recipe is in a non-changeable status

Symptom

When a recipe is in a status that is not changeable (for example "released") , you can still maintain descriptions but no classes can be assigned and no characteristics can be changed. In PLM-RM this was possible after a recipe was in an non-changeable state.
