2663540 - Error Hiring Managers with the index 0 when creating Job requistion via Position Org Chart

When creating a Job Requestion from a Position via the Position Org Chart, the following error message is encountered

"Sorry, the requisition cannot be created. Creation of a job requisition for position XXXXXX failed. Details: Hiring Managers with the index 0" , even if they are using "Get Next Available Manager By Position" in the Field Value in the business rules used for the Hiring Manager field.

1. Go to Position Org Chart
2. Search for a Position
3. Click on Create Job Requisition
4. Error will appear

The reason this is happening is because the Next Level Manager does not have a valid value or user, meaning the Up Level Position does not have Position incumbent.

To avoid the error, make sure the Up level position does have position incumbent.
