2664205 - The server bootstrap mode is 'SKIP': AS Java deployment issue

Symptom

Deployment on SAP NetWeaver Application Server for Java fails and the below error is logged in the traces (deploy* files in the work directory and the default traces):

com.sap.engine.services.dc.cm.deploy.DeploymentException: The server bootstrap mode is 'SKIP'.
The Deploy Controller is not able to perform offline deployments as the deployed data is not going to be bootstrapped and verified that is working correctly
