2664688 - setuphadr failed with Return Code 30064 & 6233 - SRS 16.0

• When setting up HADR system using SRS 16.0 SP03 PL04, setuphadr failed at Add Database to Replication   
• RMA issues sap_update_replication, add_db to add the specified database to the HADR replication system. 
• setuphadr output shows the following msgs:

PurgeInOutboundQueue Failing Command sysadmin sqm_purge_queue, 106, 1
PurgeInOutboundQueue Failing Command Return Code 30064
PurgeInOutboundQueue Failing Command Error MessageFailed to purge 'inbound' queue data for server named 'PDS_R1' and database 'master'.
PurgeInOutboundQueue Failing Exception Message: 'Distributor for database 'PDS_R1.master' is alive.' Cause: ''. 

• RMA log reports the following msgs:
