2665735 - Can an Agency add a candidate to the agency portal without submitting the candidate to a job requisition

Is an agency user able to add a candidate to the agency portal without submitting them to a job requisition.

Currently it is not supported that an agency user can add a candidate to the agency portal without submitting them to a job requisition first.

This is the current expected behavior, please create an enhancement request by following KBA 2230628
