2665847 - Encounter "strerrorU16 encountered invalid UTF-8" when starting sapinst

After the installer is started up, you open browser and paste the following URL to access the GUI.

https://[<hostname>]:4237/sapinst/docs/index.html

However after input username and password, it shows blank in the web browser.
 
At the meanwhile, the following message can be seen in the command prompt.
