2666758 - RSSM_REDUCE_REQUESTLIST does not delete requests

When executing the report RSSM_REDUCE_REQUESTLIST the following messages may appear:

• Last delta request loaded in data target xxxxx is too old. Less than 1000 requests found.
  Message no. RSAR051
  (inflow is blocking the reduction)
• Data target xxxxx contains less than 500 updated requests
• Data target xxxxx contains less than 1000 updated requests.
  Message no. RSAR051
  (outflow is blocking the reduction)
• DSO xxxxx contains less than 1000 requests without CL entry.
  Message no. RSAR051
  (changelog is blocking the reduction)
