2666833 - FARR_IL_CLEANUP does not delete all data

Symptom

Symptom 1: The report FARR_IL_CLEANUP does not delete all '/1RA/*' tables, leaving partial data remaining in the system.

Symptom 2: It is not possible to switch the system to Productive mode.

Symptom 3: After executing FARR_IL_CLEANUP, not all contracts are deleted, preventing the reset of error contracts.
