2668556 - HANA DB does not start due to error "A downward catalog migration is not supported"

Symptom

HANA DB does not start because of daemon startup failure. From the daemon traces, it can be seen that the issue is actually with the nameserver service:

Daemon traces:

<timestamp> i Daemon           Daemon.cpp(00984) : comment file contains: nameserver: persistence initialization failed

And from nameserver traces:
