The order of the Questionnaires list is not clear

Resolution
The order in which the QNRs are shown is not the subsequent order in which they have been created.
The ordering of the List follows two rules:
Rule 1: Last Changed Date, sort order descending, so the latest that have been modified first
Rule 2: Lifecycle Status, sort order ascending.
The Lifecycle Status are defined as follows:

This both sorting rules are the reason why you do not see the Questionnaires in the subsequent order they have been created.
