How is the default Review Period range defined in Matrix Grid Reports?

Cause
The 'Review Period Date' defaults to the last 'Review Period Date' used/entered by the user in the system, to generate the report. And in case the logged in user is generating the report for the first time, a default range (one year before today's date) is specified by the system, as a date range for the review period is always required.
Resolution
The Review Period is a single field in which you first choose the starting date for the period and then the ending date for the period.
Placement on the report is always based on the latest rating (according to the end date) - even if, for example, the viewing user does not have access to the source form where the rating was collected.
Currently, it is not possible to configure the same Review Period range for all users in the instance, and default it on Matrix Grid Report. Users will see the period range based on their specification and usability.
