2670170 - Backend Not Reachable on Cloud Connector via RFC - connection pending after 60000ms

Symptom

Adding an ABAP system with RFC connection to Cloud Connector mappings, and when testing this connection it results in "Not Reachable". 
SCC trace (ljs_trace.log/scc_core.trc) brings following error:


   #INFO#com.sap.scc.rt#Thread-39# #SccEndpointValidator connection to RFC://<host>:sapgwXX as direct abap application server failed: com.sap.scc.jni.CpicCommunicationException:   
   LOCATION CPIC (TCP/IP) on local host
   ERROR partner '<host>:sapgwXX' not reached
   ...
   DETAIL NiBufIConnect: connection pending after 60000ms
