2670816 - IBP DDR: DDMRP operator "Recommend Decoupling Points" does not produce any 'ZONE' outputs

• Run the 'Recommend Decoupling Points' Inventory operator.
• The operator completes successfully but no outputs are produced for the ZONE key figures (i.e. GREENZONE, YELLOWZONE, REDZONESAFETY, REDZONEBASE).
• The planning area has the required inputs provided (attributes assigned and values given, values in input key figures, etc).
