How long does it take for permission change to be reflected when there's a change in assigned permission group members or target population?
For example, when you change the manager of a user, or department of a user, that user or that user's manager should be granted with different permissions as the they might be belong to different permission groups or target population. When will the permission change take effect after changing such user info?

You will only be able to see the changes effectively after you close the current session (logout) and re-login to SF.
This process can take a few minutes depending on the amount of data that needs to be updated as after you made a change of user info via UI or user import, at the backgroud, jobs will run on the backend to update the database.
On Refresh Framework enabled instances the jobs that will run are the below, you will see 4 jobs available in Provisioning > Monitor Jobs (only Patners can see this jobs):
- Refresh framework master job - this runs automatically on demand when any request comes, it checks for any changes made to RBP (no need to set this up as a scheduled job), it will trigger task jobs when any of the 2 thresholds is reached
- Refresh framework task job - this will only run if the master job finds changes higher than threshold. Once this job runs it applies the changes made to RBP
- Realtime Refresh DG Membership (when requests number is lower than the Group threshold, requests will be handled by realtime job)
- Refresh Access Membership (when requests number is lower than the Rule threshold, requests will be handled by realtime job)
Note: We do not disclosure our threshholds as this information is not relevant for customers and Support will only investigate issues where there is replication issues and permissions not being assigned.
