You want to create S/4HANA Output Control Output Control customizing for Purchase Order. The option PURCHASE_ORDER is missing, so You cannot add Purchase Order Application Object Type.

SPRO -> Cross-Application Components -> Output Control -> Manage Application Object Type Activation
