Unable to create new alternative hierarchy area in app Manage Cost Center Groups

SAP S/4HANA Cloud Public Edition

1. Open App Manage Cost Center Groups
2. Create an alternative hierarchy for the standard hierarchy delivered 0001
3. Activate Inactive hierarchy
4. Unable to activate

This is the Cloud design that customer should not edit cost center standard Hierarchy 0001 and create their own alternative Hierarchy for the operation and reporting purpose. The app somehow allowed the edit until Cloud release 1802 which caused unwanted side effects and now from release 1805, this functionality is blocked.
