2672892 - No configuration entries were found matching the filter specified in resource <RESOURCE>

Symptom

When the dev spaces are (re)deployed from Cockpit, the following error is returned:

New MTA version: 4.3.25
Error resolving merged descriptor properties and parameters: No configuration entries were found matching the filter specified in resource "di-core-url"
Unexpected error: No configuration entries were found matching the filter specified in resource "di-core-url"
Exception occured during execution: "No configuration entries were found matching the filter specified in resource "di-core-url""

The builder deployment has finished with status: FAILED in space PROD.
