2674319 - Executive Review scroll - screen jumping

When viewing Compensation Executive Review, when a user scrolls down their list the screen jumps continuously. The issue is occurring in Internet Explorer (version 11) and cannot be reproduced on Firefox, Chrome.

1. Go to Compensation from home dropdown
2. Executive Review tab
3. Access any template
4. Scroll down the user list and notice the screen jumping

This is a known issue under Internet Explorer and it is related to sfMagicTable. During scrolling the browser will try to scroll and align the table with new location and alignment, but for Internet Explorer it has a poor re-render engine and hence the issue. Currently this is a known bug with the SFMagicTable in Internet Explorer and there is nothing the engineering team can do to fix it.

Workarounds suggested:

• Use 15 -20 items per page, so that there is no scrolling. 
• Drag the drag handle using the mouse by holding the mouse on the handle and drag down (instead of using the mouse wheel) - the table should scroll more smoothly this way.
