2674334 - WFA Charts are Not Displaying Nodes That Have Zeroes or No Data

A chart component in a canvas report changes its layout significantly when the runtime analysis or filter settings are changed.

Charts are arranged and generated at runtime depending on the layout of the table produced by the underlying query.  If for example changing the filter settings reduces a number of categories in an analysis option down to just one, the chart may choose a different set of categories as the basis for its bars or lines.

If you edit the chart query, edit the Measures section and uncheck "Exclude rows or columns that contain no data" any newly empty categories will remain in place, and the chart will not change its layout, merely its results.
