2674520 - Change to Windows default Text-To-Speech voice in Windows Personalize settings doesn't work for Producer

Symptom

Default Windows system voice is used in Producer Text to Speech function. After changing the Text-to-speech voice setting in Windows Personalize settings, Producer Text to Speech function still uses the old voice setting.
