2675427 - sapstartsrv process does not start

Symptom

Sapcontrol commands are being executed (either by an administrator or by the SUM - SAP Upgrade tool) and are failing, returning the following error:

FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

Executing "ps -ef | grep sapstartsrv" confirms that the sapstartsrv process of the affected instance is not running.

Executing "sapcontrol -nr $$ -function StartService <SID>" ("$$" is the instance number) returns "OK".

However, the sapstartsrv does not start and the "sapstartsrv.log" file is not updated.
