1. Create a license key for SAP Crystal Server (User) according to KBA 2611105 
2. Install license key
3. Publications feature is not included

SAP Crystal Server "user" licenses do not include the Publication function; only the CAL/CS licenses include the Publication feature.

First, check if you have a contract for CAL/CS (concurrent) license for SAP Crystal Server. If so, request a license key for SAP Crystal Server CAL/CS (concurrent) by following the steps in KBA 2611105 .
