2677657 - SUM does not find any target component for SAP Access Control 10.1 SP upgrade

Symptom

Your system has "SAP ACCESS CONTROL 10.1", instance "Plug-in on SAP BASIS 7.31" and component "GRCPINW V1100_731" maintained under below versions.

Product SAP ACCESS CONTROL 10.1 = SP 19
Component GRCPINW V1100_731 = SP 22

And the time has come to upgrade this single product to SP 21, however when SUM reaches phase BIND_PATCH it comes empty and thus IS_TREMPTY errors the below.
