2678102 - ICM: ICM_HTTP_PROXY_CONN_REFUSED error message

Symptom

In the dev_icm trace file the following messages appear:

The following message (or similar) might also be observed at a popup in an ABAP transaction / connection test:

IcmConnInitClientSSL: Proxy connection to [target system] via [proxy address] failed (proxy returned 403 Forbidden)
