2678561 - IBP Global Configuration argument cannot be interpreted as a number

Symptom

When trying to access any template in the IBP Excel Add-in, this error message is immediately displayed:
Issue in 'Backend Services' SCM-IBP-XLS-SRV, contact your admin and mention log handle 0A0900B0111D464E16008F0015636F50

Reviewing the Application Log shows the following error messages:

Exception 1: CX_SY_CONVERSION_NO_NUMBER in /IBP/CL_XLSAD_CMN_CONFIG -> GET_QUERY_LIMIT #24 (/IBP/CL_XLSAD_CMN_CONFIG======CM00D)

Exception 'The argument 'XXXXXXXXXXX' cannot be interpreted as a number'
