2678608 - GOS menu is not available in PA20 and PA30 transactions

Symptom

The "Generic Object Services" (GOS) or "Services for Object" menu is not available in transaction PA20/PA30, 
even when the user is already set as a dialog type user (GOS is only available for dialog type users).
So the button GOS_Button.PNG do not appear on the application screen.
(this GOS icon is only an example, it can look a bit different also)
