Symptom

Flexible workflow for Purchase Orders is active. When a Purchase order is created error 'No process found which can be started (scenario ' ')' is issued. Similarly when creating or changing a Purchase Order you receive message 'A proper workflow definition could not be found' (Message no. APPL_MM_COMP_WFL028)
