2680795 - Error starting AS Java Service XPI Adapter: JDBC/FILE

After a system restart, the File and JDBC communication channels are in error with the message Channel Has Internal Error. You can check that in the Communication Channel Monitoring:

The services related to these two adapters, com.sap.aii.adapter.file.svc and com.sap.aii.adapter.jdbc.svc are stopped and when you try to start them, they fail with Error starting AS Java Service XPI Adapter:

If you check the dev_server and std_server from the Java work folder, you can see that the services are not starting because PollingChannelWatchdogFactory class is not found:
