2681666 - System start action is hung in the SAP upgrade procedure

Symptom

During phase START_SHDI_PREPUT or any other of the SUM instance start phases, the sapcontrol command to start the system hangs indefinitely:

The similar information below could be found in the log file SAPUp.ECO:

EXECUTING /usr/sap/<SID>/SUM/abap/exe/sapcontrol -prot NI_HTTP -host backup -nr <In.nr> -function StartWait 300 10

It does not proceed ahead from this command.
