Within "Dashboard" module, different users lack the access to some tiles:

Reproducing the Issue
Example:
- Proxy in as user 1
- Go to Dashboards and choose the "Custom Dashboard"
- User 1 only has access to Tile 1,2,3
- Proxy in as user 2
- Go to Dashboards and choose the "Custom Dashboard"
- User 2 only has access to Tile 1,4,5
Cause
The custom tile based dashboards allow for additional customization.
While the same dashboard can be shared with different roles each role can have access to different tiles on that dashboard.
Each role can also have different target populations setup in RBP leading to different data outputs.
Resolution
1. Use the view user permission option first to get an idea what roles a user has for dashboards / tile access:
2. In the overview the roles will display which grant visiblity on tiles and dashboards:
3. Once the specific role has been determined you can adjust the tiles / dashboards visible to the role within RBP:
