2682670 - User is not unique - Multiple users found with identifier

When setting an initial password for a newly imported user in IAS, the Administrator gets the following message:

"Warning - Internal error; contact system administrator"

In the Troubleshooting log, the following error can be seen:

Password policy module failed to read user. User is not unique: [Multiple users found with identifier: P0001423 -> [P000184, P000985]]
