2682670 - User is not unique - Multiple users found with identifier

There is a need to set an initial password for a newly imported user and Identity Authentication, and Administrator gets the following message:

"Warning - Internal error; contact system administrator"

In the Troubleshooting log, a similar error is shown:

#N/A#N/A#N/A#Password policy module failed to read user. User is not unique: [Multiple users found with identifier: P0001423 -> [P000184, P000985]]
