2682868 - Unable to access the web server - Information Steward

• Migrate a project with all dependencies between environments. 
• During import to the target environment the following error will appear, but will 'complete'.
  Error "Unable to access the web server (CUI-10001) "
• If importing to a used system ApplicationService.log will have error message.
  Error  " Violation of PRIMARY KEY constraint 'MMT_PK_58'. Cannot insert duplicate key in object 'dbo.MMT_Rule'. "
• If importing into a fresh system ApplicationService.log will not be generated.
