 When first creating a requisition not all mandatory fields are highlighted in red.

Text and picklist fields are validated when the requisition is saved.

Mandatory fields with type date expect a date value as soon as the requisition is created. For other field types, for example text or picklist, the validation is run when the requisition is saved and it is at this point that these fields will be highlighted if they are empty and marked as mandatory.

This is currently expected behavior. If you would like to change this behavior please create an enhancement request.
