2685122 - How to Troubleshoot SOLMAN_ADMIN frequently locking in a system - SAP Solution Manager 7.2

Symptom

User SOLMAN_ADMIN keeps getting locked after password change and it is difficult to determine where the lock comes from.

This can be seen on Transaction SM21 > add "US1" on Message ID, as seen on the screenshot below:
