Resolution

This is the expected system behavior.

If the feature/functionality is needed as a matter of urgency, please refer to KBA 3475641 - Functionality Currently not Available.

Feasible workaround in case you want to create new territories during the usual course of business, you could have a user with unlimited territory authority to create new territories.
After creating a new territory or sub territory the user with unlimited territory would need to go into the business role and grant the appropriate authorization for the new territory or sub territory for the user which should have access to this role. After updating the role, the user would have access to the territory.
